What is an RYA ICC course and who needs one?

The International Certificate of Competence (ICC) was introduced by European Directive in order to ensure that operators of small leisure vessels operating throughout the waters of participating nations (‘Resolution 40 Nations’) in Europe were tested and certified to a basic level of competence. Many of Europe’s charter companies and overseeing authorities require the skipper of a yacht or motorboat to have an ICC. In order to obtain an ICC one must be over 16 and be considered physically and mentally fit to operate a pleasure craft. This includes satisfactory sight and hearing capacities. To obtain an RYA awarded ICC the candidate must also be able to prove that their nationality does not preclude the RYA from awarding such a certificate. The 5 day RYA ICC course teaches and assesses boat handling, navigational ability (including use of GPS), man overboard procedure and knowledge of collision regulations. With a focus on personal safety and yacht handling skills, The ICC requirement covers both inshore and coastal waters of participating nations and use of both sail and motor vessels including personal watercraft. Specific standards are required for each discipline. For example, were you planning a trip down the inland waterways of France, you will also need to supply a copy of your CEVNI certificate when applying for the ICC. Holders of the RYA Day Skipper Practical Certificate or higher may apply to the RYA for an ICC without further study or assessment. Holders of an RYA Level 2 Powerboat Certificate may apply for an ICC also, restricted to motor vessels up to 10 metres in length. It is worth noting that merely holding a RYA Day Skipper Certificate or higher does not authorise you to skipper a yacht in countries that have signed Resolution 40 of the European Directive. You must apply for an ICC from the RYA or, if you do not hold a RYA Day Skipper Practical Certificate (or higher), take the ICC Examination through an RYA Accredited Sea School such as Sailing School Malta.
